I don't do arms control and disarmament, but isn't the issue itself a debate? Which is the better/more viable/realistic option for promoting international peace and security - arms control or disarmament? So you could use like the Arms Trade Treaty as an action that is based in arms control, and then the efforts of OPCW as a disarmament action, or something like that. Maybe someone who's studied this topic will be able to help out better  :-\
